Ishinomaki Fishery Products Local Wholesale Market
A reconstruction project for the Ishinomaki Fishery Products Local Wholesale Market, which was devastatingly damaged by the Great East Japan Earthquake in 2011. As an icon of the local industry, the earliest possible completion was highly desired. Together with the Japanese Institute of Fisheries Infrastructure and Communities, Yamashita PMC provided construction management (supervisory support) services to assist the client. By adopting the at-risk construction management method for the first time in Japan for a public building, we completed the project in a short period of time, while ensuring transparency and fairness of the process with open-book scheme. Received the CM Selection Award for Excellence in 2016.

Since the Act on Promoting Quality Assurance in Public Works was amended in June 2014 allowing –public projects to adopt various ordering schemes, schemes such as the design & build and the ECI (Early Contract Involvement) are becoming increasingly popular. Meanwhile, as the number of technical engineers in local governments is decreasing, "guidelines for a pure construction management system in local government" were issued in September 2020 encouraging the engagement of the construction management system to promote complex and advanced projects. Separately, many local governments are in needs of planning and implementation of PRE management strategies for aging facilities that were built during the rapid economic growth period.
